Introduction:

  • Function in both regional and global capacity
  • Identify and manage CROs, central laboratories and technical external service providers to provide strategic sourcing options for successful trial delivery and to ensure the delivery of quality, timely and cost-effective external resources to support global activities.

Main Responsibilities:

  • Identify and manage CROs, central laboratories and technical external service providers to provide strategic sourcing options for successful trial delivery and to ensure the delivery of quality, timely and cost-effective external resources to support global activities.
  • Ensure all sourcing (clinical outsourcing and internal resourcing) activities are conducted in a manner that conforms to an ethical process as well as adherence to all applicable internal and external compliance, standards, processes and guidelines
  • Partner with the Global IRT Technical Manager (GITM) and all relevant internal groups to assess resourcing needs and requirements and to assist in definition of work specifications and revisions
  • Prepare and analyse sourcing requests and proposals, review of external service providers assessments and external service providers contracts
  • Drive the development, negotiation and timely execution of confidentiality agreements and external service providers contracts and ensuring a quality, risk averse, cost effective outcome through collaboration with study teams, finance, legal and other relevant functional areas:
    • Negotiate contract terms, including pricing, deliverables, milestones, resourcing commitments, payment schedule and metrics.
    • Create costing and resourcing scenarios
    • Proactively monitor adherence to contractual terms and conditions and support trial team reconciliations
    • Escalate and track issues internally and within external service providers as required to ensure delivery of quality and value
    • Monitor external service providers trial performance and quality to ensure that external service providers deliver excellent value  (cost savings, quality and risk management)
    • Partner with trial teams, functional areas and external service providers in forecasting and managing required trial delivery resources
    • Continuously monitor the outsourcing environment to keep current with strategic resourcing strategies, best practices, external service providers s, industry sourcing trends, Key Performance Indicators (KPI) and performance benchmarks
    • Ensure appropriate level of communication with management, project teams and external service providers
    • Provide training of clinical staff in sourcing activities, processes and requirements
    • Liaise with Global Quality Management (GQM) and other relevant internal groups in conducting pre contract assessments and audits, as applicable

 

In addition to Global Strategic Sourcing Manager responsibilities:

  • Function as an External Service Providers Global Alliance Manager (GAM) to ensure maximum value of partnerships (category management subject matter expertise, development of innovative sourcing solutions and strategies, lead and manage governance committees and development of performance management standards and metrics)
  • Negotiate master services agreements that ensure high value and quality through collaboration with finance, legal and other relevant functional areas
  • Provide leadership in developing internal requirements and processes to ensure outsourcing/strategic resourcing and alliance management best practices
  • Lead special projects teams such as standardization initiatives, niche external service providers selection, SOP development, training programs and internal cross functional initiatives
  • Line management and development of direct reports, as applicable

Qualifications and Experience:

  • Bachelor’s degree or higher in life sciences or related field.
  • Minimum 3 years’ experience in clinical research with a Contract Research Organization (CRO), pharmaceutical company or equivalent
  • Minimum 1 year clinical outsourcing, strategic resourcing, contractor management and External Service Provider (external service providers) management experience
  • Understanding of the clinical development process and clinical trial management
  • Understanding and knowledge of clinical trial cost drivers, resourcing and costing models; contract and/or accounting experience required
  • Understanding of principles of Corporate Governance requirements
  • Familiarity with outsourcing industry, i.e. trends, service categories, (CRO, Central Laboratories, ECG, IVRS and other specialty external service providers). Preferred experience with strategic resourcing models (FSPs, Business
  • Process Outsourcing (BPO), External Provider Management Teams (EPMTs), contractors and other strategic resourcing models)
  • Leadership ability as characterized by motivation to deliver quality results under tight timelines and budget
  • Ability to strategize and present optimal trial resourcing strategy and alternatives.
  • Ability to manage multiple programs, resourcing models and processes simultaneously
  • Conflict management experience with ability to effect efficient issue resolution
  • Global, cross-cultural and inter-disciplinary working experience
  • Influencing, negotiation, facilitation and project management skills
  • Excellent interpersonal, presentation, organizational, written and verbal communication skills
  • Experience with interacting effectively with internal and external customers
  • Computer skills (Microsoft (MS) Office Suite. MS Visio and MS Project or equivalent a plus)
  • Fluent in English – both verbal and written
  • Position may require travel
